Importing Used Robots into Vietnam: Age Limits, Paperwork and What to Check in 2026

Vietnam is one of Southeast Asia's fastest-growing markets for used industrial robots — and one of the most paperwork-sensitive. A machine can be mechanically perfect and still sit in a port for weeks if its documents do not match. This is the 2026 reality of importing used robots into Vietnam, based on the rules our Vietnamese customers navigate every month.
The age rule that decides everything
Under Decision 18/2019/QD-TTg, used machinery imported into Vietnam must meet three conditions at once: the equipment must be no more than 10 years old, its remaining working performance must be at least 85%, and it must meet applicable safety, energy and environmental standards. For robots, that means the manufacture year on your papers must be provable — serial plates, controller records and certificates must line up.
This is where gray-market imports fail. A seller offering a "2015 robot with new 2023 paperwork" is selling you a customs problem. The serial number, the age declaration and the CCIC pre-shipment inspection must form one consistent story.
The document stack your shipment needs
Prepare these before the vessel sails, not after it arrives: the commercial invoice and pro-forma invoice; the packing list; the bill of lading; the CCIC pre-shipment inspection certificate (mandatory for used mechanical and electrical equipment exported from China); the test report; and proof of compliance with Vietnamese technical regulations (QCVN) where applicable. Your customs broker should see all of this before the ship leaves port.

What buyers should check before payment
Three things determine whether your import is smooth: the machine's true age (insist on serial verification), the CCIC process (never let a seller 'skip' it), and the robot's remaining performance evidence — a test report is the practical proof of the 85% rule. Any supplier that cannot document these is gambling with your clearance, not theirs.
How ZOTRADE handles Vietnam shipments
We have shipped refurbished robots to Vietnamese factories repeatedly, and we run the same protocol every time: age-verified machines, CCIC inspection arranged before loading, full test reports, and export packing designed for the Haiphong–HCMC route. Our Vietnamese customers typically go from enquiry to cleared, installed robot without the customs horror stories you read on forums — because the documents were finished before the container was sealed.
The pitfalls that delay Vietnamese clearances
Three mistakes account for most delayed shipments we see into Vietnam. First, mismatched documents — the serial number on the invoice differs from the plate on the machine; Vietnamese customs checks this specifically. Second, unprovable age — a machine whose manufacture year cannot be documented fails the 10-year rule regardless of its actual condition. Third, underestimated remaining performance — the 85% requirement needs evidence, and a test report is the practical proof customs brokers rely on.
The fix is simple in concept and vital in practice: make the documents describe exactly the machine that is inside the crate, and make the test report the backbone of the submission. When a robot's paperwork tells one consistent story — serial, age, condition, performance — clearance in Vietnam becomes a routine step rather than a project in itself.
About ZOTRADE
ZOTRADE is a China-based refurbisher and exporter of used industrial robots, serving 1,200+ factories in 50+ countries since 2010. We rebuild robots from FANUC, ABB, KUKA, Yaskawa, OTC, Nachi, Staubli, Epson and other leading brands through a six-step refurbishment process, test every machine on our 12-point standard, back it with a 60-day warranty, and keep 10,000+ spare parts in stock. From welding to palletizing, painting to machine tending, we deliver tested robots at about 45% of the new price — with the documentation, freight and support to make the whole purchase work end to end.
The bottom line
Vietnam's rules are clear, and clear rules are actually good news: they tell every importer exactly what to prepare. The factory that treats the 10-year limit, the 85% performance requirement and the document set as checklist items clears customs as routine. The factory that treats them as obstacles discovers them at the worst possible moment — with a container at the port. The paperwork is the cheapest part of the import, and getting it right is the most profitable. Tested robots, age verified and documented, are the ones that clear.
